The National Identification and Registration Authority (NIRA), the new entity established under the National Identification and Registration Act 2021 aims to:

  • Administer the National Identification System (NIDS).
  • Develop and implement policies, procedures, and protocols to ensure the effective and efficient creation, management, and operation of the National Identification System.
  • Facilitate the voluntary enrolment of eligible individuals for a national identification card.
  • Facilitate the generation and assignment of a National Identification Number to each enrolled individual.
  • Facilitate the generation and assignment of a National Identification Number to each enrolled individual.
  • Manage, secure and maintain Jamaican’s civil registration and national identification databases.
  • Develop appropriate systems and protocols for the security, secrecy, and necessary safeguards for the protection and confidentiality of the information stored in the National Databases.
  • Provide secure and reliable identity verification services to government entities and private organisations with the consent of the enrollee.

Our Services

National Identification

In an increasingly interconnected world, a reliable and secure means of identification is essential for accessing various services and exercising one’s right. The National Identification Card (NIC) serves as a crucial tool for verifying one’s identity. The steps to enroll for the National Identification Card (NIC) include:

  1. Online registration for an appointment date.
  2. Visit the NIRA Enrolment Site to complete the enrolment.
  3. Collect your National Identification Card (NIC) and assign your unique PIN.
  4. Use your National Identification Card.

Civil Registration

Civil registration services are essential public activities that systematically record vital events. These services provide individuals with the legal documentation necessary to validate important life events. Considering this, the establishment of the Registrar General’s Department (RGD) in 1879, was crucial for creating a centralized system for the registration of vital events. In 2021, the National Identification and Registration Act, established within NIRA an office to be known as the Office of the Registrar-General which, under the management and control of the Authority, continues to be responsible for carrying out the functions of the Registrar-General under the:

  1. Registration (Births and Deaths) Act;
  2. Registration (Births and Deaths) Act;
  3. Marriage Act;
  4. Muslim Marriage Act;
  5. Hindu Marriage Act, among others

This is only applicable to deaths occurring in public and private hospitals or health facilities island-wide at this time.

Vital Statistics 2018

Vital Statistics

The RGD provides timely statistics and analysis, categorized according to international standards, to support democratic planning by Government”. Vital Statistics provide useful information necessary for planning and evaluation of national activities in areas such as Education and Health. The RGD is pleased to produce and prepare for publication The Annual Statistical Report, which seeks to provide statistics on vital events such as births, deaths, marriages and summary of causes of deaths.

The Office of the Registrar-General is currently the only repository in Jamaica that issues official documents related to birth, stillbirth, death, adoption, marriage, the updating of vital records under the Registrar General’s control and provides services related to genealogy, deed polls and record searches. However, it does not register divorces.
At the NIRA, we are dedicated to simplifying the processes of registering vital events and managing personal identity information in accordance with best practices and established legal frameworks.

Our National Identification System (NIDS) is the primary source of identity assurance for Jamaicans. With this digital ID, Jamaican citizens and residents can now access online and inline public and private digital services. To enrol for a NIC Card (NIC), an applicant needs to:

  1. Register online via www.nira.gov.jm for an appointment date.
  2. Visit the NIRA enrolment site to complete enrolment.
  3. Collect your National Identification Card and assign your unique PIN
  4. Use your national Identification Card to prove your identity online or in person.
