NIRA is an agency under the Office of the Prime Minister that is managed by an Executive Director, two (2) Deputy Executive Directors, a management team and staff. The organisation structure of NIRA is designed to streamline the processes and activities related to the civil registration and identity management functions, and to also ensure accountability. A nine (9) member team, appointed by the Prime Minister, referred to as Members of the NIRA provides strategic direction and oversight. In addition, a National Identification and Registration Inspectorate (NIRI) has been established to provide oversight to the Authority. The functions of NIRI include:
The Electoral Commission of Jamaica (ECJ), a Commission of Parliament, performs the functions of NIRI. As a Commission of Parliament, the Inspectorate reports to the Parliament through the President of the Senate and the Speaker of the House of Representatives. The operational functions of the Inspectorate will be delegated by the ECJ to the staff of the Electoral Office of Jamaica headed by the Director of Elections.
