What is the penalty if someone creates a fake NIDS ID?

A person who creates a fake ID or tampers with a NIDS ID to commit fraud will be liable for conviction to a fine of up to Three Million Dollars ($3M) or to imprisonment of up to 3 years or to both fine and imprisonment.
