Why not upgrade one of the existing systems instead of implementing a NIDS?

The NIDS operates under a new legal framework to safeguard persons’ rights. To protect these rights, a new purpose-built system was specifically designed to capture and encrypt clean, verified biographic data, which is explicitly linked to the cardholder’s registration number (same as TRN), fingerprints and facial image. Most of the existing systems serve a particular purpose and would be costlier to redesign to carry out the functions of a NIDS. Additionally, existing systems weren’t designed for the use of digital signatures and remote authentication of identity information with the card holder’s consent.
